1)PE backsheet is made of PE material (water proof).  It could be mat or shinny, touching like plastic material.Also it could be breathable. ( see pictures below). 

 

2)Clothlike backsheet is made of non-woven fabric on the surface, and also with PE behind. It is soft touching, water proof, breathable, and not easily damaged.( see pictures below). But it is a little big expensive than PE backsheet.

If for diapers, it need some charge from you. Because it would take around half day to fix diapers production machine for one specific products, and also have thousands pieces waste for adjusting the size. 

 

If for wipes, the exact wipes samples as your specification in blank package is for free to you . But it will have extra charge if you need the samples with your own package design.
